With the appropriate permissions it is possible for the site to create a new topic page
 
Page 603 (on the local server) creates a set of files for a new topic page [instantly]
 
Then a manual ftp client has to be used to "post" the new page to the web. [taking a few minutes]
 
A data file contains the topic content - the aim is to have a simple content manager tool
     that will display a representation while content is being added
           The input will then be submitted for moderation, after checks the new page will "go live on site"
 
It is likely that expressions of personal opinion will be handled by the stewkley.org bulletin board forum,
